Summary:

Reporting to the Associate Superintendent, Human Resources (HR), the Senior Manager, Human Resources is responsible for leading the HR team and overseeing the provision of HR services for a client portfolio. This role is accountable for partnering with clients to develop and implement HR strategies, ensuring alignment with the School District’s strategic objectives and industry best practice and compliance with legislation and collective agreements.  As part of the Human Resources leadership team, the Senior HR Manager/District Principal contributes to departmental strategy and an integrated, systemic approach to employee experience, talent management, and culture.



Education & Experience:

  • Degree in a relevant discipline such as Psychology or Business Administration and 7 years’ recent, related experience in a unionized environment. A professional designation (CPHR) is an asset. An equivalent combination of education and experience will be considered. 
  • Experience developing and overseeing a program/portfolio with the ability to apply a systemic perspective, identify opportunities, and engage others. 
  • Leadership experience with the ability to motivate and develop a team through mentorship and coaching.   
  • Experience in designing human resource initiatives and leading projects and strong change management skills.
  • Demonstrated ability to work with others in a consultative and collaborative manner.
  • Excellent interpersonal, verbal and written communication skills with the ability to communicate and build trust with a variety of stakeholders, facilitate decisions and resolve conflict to sustain partnerships.
  • Effective organizational, investigative, critical thinking and problem-solving skills.


General Description/Duties:

  • In partnership with clients, develops and implements HR strategies to achieve organizational and school/departmental goals and address HR risks and issues, ensuring consistent approach and service levels and compliance with legislative requirements and collective agreements. This includes talent acquisition, total rewards, learning and development, performance management, and labour relations.
  • In collaboration with the Associate Superintendent, Human Resources, identifies and designs strategic initiatives to build and sustain a progressive workforce and recommends changes to policies, practices and collective agreement language.
  • Leads the HR function for the client portfolio by monitoring and reporting on key performance indicators and risks, analyzing industry trends and best practices, determining priorities, and designing strategies. Identifies and implements systems and process improvements. Develops and implements operational plans, working in partnership with the HR team, leaders, and relevant committees.
  • Manages the HR team including recruitment, selection, direction, individual and team development, and performance management.
  • Provides advice on complex human resource issues and coaches leaders to enhance employee engagement, individual and team effectiveness, and change management.
  • Manages recruitment and staffing processes including workforce planning, work design, recruitment strategies, and placement and selection practices.
  • Advises leadership on the application and interpretation of collective agreements and legislation. Investigates, addresses and resolves labour relations issues, including disciplinary matters.
  • Works with the Senior Manager, OHS to implement and maintain disability management processes and practices and liaises with internal and external stakeholders on claims management.
  • Fosters a positive labour relations environment. Represents the Abbotsford School District in labour relations matters, including grievances, investigations, and collective bargaining.
  • Leads HR initiatives including project planning and reporting, project team leadership, and the selection and management of contractors.
  • Fosters effective people practices throughout the organization through communications, training, effective decision making, the promotion of best practices and the provision of direction on HR matters.
  • Assists in the preparation and monitors the annual budget.
